Rompiendo Límites – Guatemala
With direct leadership from local governments through their Municipal Offices for Disability, Asociación Rompiendo Límites supports the strengthening of municipal registries of persons with disabilities (PwD) as a key tool for local planning and social inclusion.

Without replacing municipal functions, the organization provides technical and methodological support to improve the quality, updating, and strategic use of information. Because without accurate, locally managed data, persons with disabilities continue to be overlooked in decision-making processes.
In 2026, Rompiendo Límites is supporting 4 municipalities in improving their registries, promoting more complete and disaggregated information — by age, sex, type of disability, and territory — while incorporating a rights-based, gender, and inclusion approach.
At the same time, the organization strengthens the capacities of municipal staff so that registries are not merely administrative lists, but active management and planning tools.
This work already reaches 1,713 registered persons with disabilities and enables local governments to better understand their populations, prioritize actions and resources based on real needs, mobilize support, and coordinate with key services such as health, education, water, and sanitation. It also reinforces the institutional role of Municipal Offices for Disability within the municipal structure.
As participating officials highlight: “Having an organized and updated registry allows us to plan better and justify actions in favor of persons with disabilities.”
Through this approach, Rompiendo Límites promotes more inclusive local governance, where persons with disabilities are recognized as rights holders and systematically considered in municipal development.
